You see Devils have a strict ethos and an order within the confines of a perfect bureaucracy. They don’t go around killing folks for no reason, they’re the good guys! The Demons on the other hand kill for no good reason at all! They claim whole worlds as new layers of the Abyss, which they use to funnel an infinite number of souls to claim more worlds. Levistus threatens the stability of the devil beaurocracy and the strength to combat the endless threat from the Abyss. I’m sure Our Heroes will understand this one day.
